Since the tragic accident that happened in June 2017 at Grenfell tower stricter policies have been set out in coordination with the GLA and London Fire Brigade. The new guidance sets out how applicants should demonstrate compliance with London Plan Policies D12 when a new development is considered. The guidance understands that planning officers do not have experience in fire safety, therefore the onus is on the applicant and fire safety expert to demonstrate compliance with the London Plan fire safety policies as such a statement is required.

Applicants are expected to demonstrate compliance with Policy D12 for every application and submit supporting information with any forthcoming application. This can vary from Borough to Borough as some councils do not require this document as mandatory for validation purposes, while others do. A list of Boroughs that do require FIRE SAFETY STATEMENTS is listed below.

Fire Statements are prepared to include all areas listed within the D12. The Policy D12 of the London Plan states that all development proposals should achieve the highest standards of fire safety from the outset. Developments should ensure “that they:

• Identify suitably positioned unobstructed outside space:

a) for fire appliances to be positioned on

b) appropriate for use as an evacuation assembly point

• Are designed to incorporate appropriate features which reduce the risk to life and the risk of serious injury in the event of a fire, including appropriate fire alarm systems and passive and active fire safety measures

• Are constructed in an appropriate way to minimize the risk of fire spread

• Provide suitable and convenient means of escape and associated evacuation strategies for all building users

• Develop a robust strategy for evacuation that can be periodically updated and published, and which all building users can have confidence in

• Provide suitable access and equipment for firefighting which is appropriate for the size and use of the development.”
